The winner of the auction for Liivi 2 sea area has been revealed
The Consumer Protection and Technical Regulatory Authority (CPTRA) announces that the winner of the auction for Liivi 2 sea area has been revealed. The highest bid was submitted by UAB “Ignitis renewables projektai 6” in the amount of 1,723,500 euros.

The winner of the auction can commence with the development of an offshore wind farm in the Liivi 2 area. The Liivi 2 area is 114.9 km2 and its starting price was €1,723,500.
The auction started on 7 December 2023 at 12 p.m., Estonian time, and ended on 13 December 2023 at 12 p.m.
According to the application submitted by UAB “Ignitis renewables projektai 6” on 25 August 2023, up to 88 electric wind turbines with a total capacity of up to 1400 MW are planned to be erected in the Liivi 2 sea area. Superficies licence proceedings together with an environmental impact assessment will commence in relation to the winner of the auction within 90 days from the confirmation of the winner. The CPTRA will issue a decision to refuse to initiate superficies licence proceedings in respect of other competing applications.
“The entry of the Lithuanian Ignitis and Copenhagen Infrastructure Partners (CIP) into the Estonian offshore wind market is excellent news. It is a combination of companies that combine the necessary international experience in the development and operation of offshore wind projects with the knowledge of the local North-Baltic energy market,” said Timo Tatar, Deputy Secretary-General for Energy and Mineral Resources at the Ministry of Climate.
