Master for ambulance/pilot vessel

We are looking for a Master to join an ambulance/pilot vessel in Norway (NOR flag). 
The vessel is sailing North in Norway, close to Alesund.
Crew:  Master,AB
The candidate has to have D5 certificate, high speed pilot certificate (if possible) and passenger/crises handling course.
Sign on date is on the 23rd of January.
1-1 system (ca 3 week onboard and 3 weeks off).
Salary: NOK 35.000,00 onboard  NOK 15.000,00 return fee (home).

диплом 5-ой категории там жеж Pilot ,да есчо ambulance - рисуется картина = взлёт полёт и посадка и оказывание по бырому первой помощи на лету и без проблем для штурманойда =)))

but what I do not understand is what is high speed pilot certificate? Is it navigator who has farledsbevis (PEC) and high speed crafts certificate? Is passenger/crises same as crowd and crises management courses?
