DNV DPO Training Scheme

SMSC & DNV have been developing a new scheme for the training & certification of DP Operators. According to DNV this will lead to a new and flexible way of achieving a DP Operator Certificate, containing a high quality and faster throughput than the existing schemes. What will this mean for the industry?
On June 6th this concept received the following evaluation from the Norwegian maritime Directorate:
“The Norwegian Maritime Authority (NMA) considers the DNV concept, as stated in mentioned standards, to be equivalent to international recognized standard. Therefore the NMA requirement is fulfilled when a person holds a valid DNV DP-certificate”.
So this means that the NMD considers the training scheme to be equivalent to the current Nautical Institute program. They will continue to recognize the NI certificate however & the 2 schemes will run in parallel.
The new training scheme is comprised of 4 levels, plus a preparatory step, that need to be completed for full certification:
Level 0 – DPO Preparation/Self Study
Available online as a self study course or with the Onboard Training System (OTS) developed by SMSC, this step covers dynamic positioning theory & lays the groundwork for the further steps.
Level 1 – DP Simulator Course
This consists of 5 days (40 hours) of DP simulation at an approved training centre. The focus is more about hands on experience & less on theory.
Level 2 – DPO Experience
Coming in to the scheme where the NI would require 10 days of sea time, the DNV concept gives the candidate 3 options:

Practical DP exercises carried out onboard ship using the OTS.
20x4hr watches documented & reported on standardized SMSC reporting form.
Volume training consisting of an extra 5 days on the simulator

Level 3 – DPO Specialization Course

The candidate must now choose a simulator course that matches his or her chosen field. Currently there are 4 options:

Supply, standby, anchor handling, cruise, well service, & accomodation
Shuttle tanker
Rov, diving, cable lay, pipe lay, trenching, dredging & rock dumping
Rig

Each of these courses is 4 days in duration & prioritizes certain aspects of the DP system over others. For example with option 3 follow target & auto track would be covered in depth, while the shuttle tanker course will concentrate more on weather vane & approach technique.

Level 4 – Examination & Certification
Graduation day! This is comprised of a theoretical & a practical assessment conducted by an independent unit at the simulation center. Upon successful completion the candidate will immediately receive their type specific certificate. An important point to note here is that the candidate must also be a valid STCW ticket holder in order to receive the cert, although the course will be open to anybody.
If you are already in the middle of the Nautical Institute training scheme you will be able to slot into this one at certain spots. Individuals that have completed the DP Induction will be able to skip the first step & move right to the DP Simulator Course. For those of you with both the Induction & Advanced Simulator completed you will be able to jump right in at Level 2; DPO Experience. To get started at either of those stages however you will be required to pass a theory exam.
Finally, for existing unlimited DPOs there will be the option to challenge the final step. On successful completion of the theoretical & practical exam you will immediately receive your new DNV certificate.
So what does this all mean?
Well the scheme certainly has the “faster throughput” advertised! For the mathematically inclined you will see that you could complete the entire program from newbie to DPO in exactly 15 days, plus a few days of self study at level 0. Nowhere is there a requirement for any actual sea time except if you choose the 20 x 4hr of DP watch keeping at level 2. And unless you already have a sponsor to complete the courses I would imagine that most people would just choose to go with the extra days in the simulator.
It is also handy that you can gain entry into the program using the NI scheme as a stepping stone. This could present a way for those stuck at the induction phase to get out of that rut & back on track to a full (type specific) ticket.
The possibility of seafarers using this accelerated program to “buy” their DP ticket is obvious & while simulations serve as excellent training devices they should not be a replacement for hands on experience. I think that although the NMD has decided that these tickets are equivalent to the NI certificate industry will decide otherwise. With the market already becoming flooded with eager prospects the ability to gain a certificate so quickly will likely just accelerate the problem & depress the market further.

SMSC in Trondheim issued the very first DP certificat outside the NI scheme. This was issued on behalf of DNV.

Сомнительно что чуть больше чем за 15 дней морская индустрия получит "квалифицированного" оператора системы ДП, который готов ко всем неожиданностям реальной работы. Сама схема и программа обучения за такой срок должна быть очень сложной и изнурительной.  Сертификат ДП от НИ в среднем получают за 2-3 года. И за это время будущий ДПО получает реальный опыт в море, работает с людьми над реальными проектоми и в естественных условиях.

Добавлю еще что на сайте http://www.smsc.no/courses/dnv-dpo-certification/ ни слова не сказано, что вы получите сертификат ДПО от НИ после того, как закончите всю их программу. И, пожалуйста, не путайте сертификат ДП от НИ и сертификаты любого тренажерного центра, который получил аккредитацию от НИ. Судя по всему часть схемы НИ для получения ДП сертификата придется пройти, а особенно пункт про 60 дней работы на ДП2 или ДП3.

Вы знаете, что во всех остальных тренажерных центрах (с аккр от НИ) после DP basic нужно получить 30 дней практики. Это становится препятствием для многих, но не это ли часть природного отбора/отсева? А после курса DP Advanced еще минимум 180 дней работы под наблюдением на ДП системе для получения сертификата ДПО от НИ.

Хотя эта программа поможет продвинуться тем, кто застрял на курсе  DP basic. Что тоже неплохо.

я думаю конкуренция NI в любом случае это не плохо. глядишь и курсы в центрах станут не по штуке евро а по 500 например..

Конкурентов у НИ нет. Дело в том, что они не проводят обучение или курсы. Они выдают сертификат ДПО в том случае, если вы отвечаете всем требованиям. НИ установил схему получения сертификата, которую признает все мировое сообщество. Специалистам с этими сертификатами доверяют работать с ДП системой без наблюдения. Это стандарт безопасности для всей морской индустрии.

Другое дело тренажерные центры, которые получили аккредитацию НИ (здесь весь список http://www.nautinst.org/en/dynamic-positioning/dp-centres.cfm). Они обучают и готовят кадры по схеме, которую утвердил НИ. Сертификаты таких тренажерных центров позволяют получать ознакомительную практику (сертификат DP basic) или нарабатывать опыт под наблюдением (сертификат DP Advanced).

На данный момент все, кто хочет получить право работать на ДП системе без наблюдения проходят эту схему: два этапа обучения в аккр тренажерном центре ----> получение необходимого опыта ----> заявка в НИ для получения сертификата ДПО (его еще называют фулл или анлим ДПО)

Конкурент у НИ есть - ДНВ. Все хорошо знают что получить сертификат по НИ линии очень и очень проблематично. Особенно сейчас с новыми логбуками честно заработать ценз практчески нереально (1 час дп - 1 день). У того же старпома на саплае может и 10 лет понадобиться для ценза.
Сколько потеряют НИ если центры будут переходить на ДНВ систему? Много - аккредитация стоит дорого, плюс вроде есть ещё и годовые какие то отчисления?

NI and DNV to Merge Schemes

 After intense pressure from industry DNV GL and the Nautical Institute (NI) have finally agreed to merge their opposing schemes of assessment and certification of dynamic positioning system operators (DPOs). This announcement follows industry feedback at two Riviera conferences this year in London and Singapore, where oil majors, ship operators and IDPOA voiced their concerns with the proposed schemes.

 DNV SeaSkill manager of simulator certification Aksel David Nordheim announced the agreement with NI at Riviera’s Asian Dynamic Positioning Conference in Singapore. He said a common scheme, using DNV GL’s recommended practices and verification would be ready in the second half of 2014.

 DNV SeaSkill launched a programme for training and certification of operators of ship DP systems based around simulators earlier this year in response to industry worries about competence of DPOs certified by NI. But at Riviera’s European Dynamic Positioning Conference in London oil majors, including BP, said they would not recognise the DNV SeaSkill scheme. Captain Nordheim said the feedback at the industry-defining conference brought NI and DNV SeaSkill together to negotiate a scheme merger process. Pressure was also applied by IDPOA, as it was clear that a two-tier system of certification was of major concern to individual DPOs.

 DNV claim they have already started the schematics of the scheme and this should be ready by April 2014. Then the whole industry will be able to come in for a hearing process that will take two months, when they will have the chance to add their input. IDPOA has been invited into this group, and further looks forward to providing the voice of DPOs into the process. The new scheme will see trainees join at the basic level or if they have experience, but they will have to go through the examination process before getting a certificate. Capt Nordheim of DNV believes this is an opportunity to have a “common scheme that is a faster way to qualify”. C-Mar Group chief operating officer Peter Aylott welcomed the plan to introduce a common certification scheme. He added: “DPOs with DNV GL certificates have been knocked back by the vessel charterers (oil companies) so it will be good to have a common certification scheme that will be recognised.”

It was also welcomed by Senior IDPOA fellow Mark Pointon who spoke at the conference. He believes, “The NI scheme is good for training, but not a good assessment model, while DNV GL is good for assessment but has issues. A DPO can be trained on a simulator and walk on a ship with no onboard experience. So both schemes will be a good combination.”

Emas Training Academy manager Kenneth Hanks said simulator training would have to be part of the combined process. “NI and DNV schemes have their strong points, but they need to be harmonised as they have different levels of competence and quality management. I hope they can harmonise their schemes as it is critical to the DP industry.”

A final announcement of the scheme is expected at Riviera’s European Dynamic Positioning Conference in London in June 2014, where the details of the combined scheme should be available for presentation.

Implementation of Changes to the Nautical Institute DPO Training and Certification Scheme
On 14 and 15 November 2013, a meeting of the DP Training Executive Group (DPTEG) was held at the Oil Companies International Marine Forum (OCIMF) office in London. Minutes of this meeting will follow in due course.
However, the purpose of this information note is to alert you to the delay in the implementation of the proposed changes to the Nautical Institute Dynamic Positioning Operator Training and Certification scheme, which was due to take effect on 1 January 2014. This delay has been as a consequence of further proposed amendments to be incorporated into the scheme. Some of the originally proposed changes had been previously outlined in IMCA Information Note M 10/13.
Thus, trainee DPOs should follow the scheme as set out on the Institute’s website at:

This delay also applies to the revalidation of existing DPO certificates, which was also due to start on 1 January 2014.

Development of Det Norske Veritas (DNV) Recommended Practice for DPO Certification
Det Norske Veritas (DNV) is in the process of developing a recommended practice for DPO certification. To this end, DNV held a workshop in which IMCA participated, in Sandefjord, Norway, at the end of October. Following the workshop, the following statement was issued:
‘Workshop related to Recommended Practice development for DPO certification:
From October 28-30 Sandefjord, Norway was the venue for 20 representatives from the maritime and offshore industry where DNVGL hosted a workshop in reply to a request from the industry to bring various parties around the table to discuss and exchange views on certification of Dynamic Positioning Operators.
The objective was to collect input from the industry through an interactive process to fine-tune the expectations related to competence development and certification for Dynamic Positioning Operators in general and to lay the foundation for a Recommended Practice for global DPO certification based on sound certification principles and industry expectations.
The participants represented various aspects from the industry from vetting to ship owners involved in DP-related work (incl. shuttle tankers), training providers, test centers and associations from various parts of the world (Europe, USA, Australia). This ensured input in the discussions from different angles.
The general consensus was that a Recommended Practice should be the roadmap to a transparent certification scheme in which all crucial elements are addressed. It should give sufficient direction and clarity as to what is expected, but still leave room for developed schemes to maneuver within a certain boundary. The balance between superficial and prescriptive was considered important.
In general there was agreement that the following things should at least be part of a scheme to be compliant with the Recommended Practice:
? clear entry requirements / certification requirements;
? relationship between certification and the type of operations;
? resource requirements;
? competence development/training of an individual;
? sea time requirements;
? impartial assessment/re-assessment criteria;
? sideways entry based on previously demonstrated competence.
Details on these topics and other thoughts and opinions were mapped.
During the next few weeks, the output will be translated and fine-tuned into a draft document that will be made available to parties who were not available to reflect and comment by January 2014.’

DNV GL boosts role of simulators in DP operator training.

DNV GL has introduced a new recommended practice for the training of dynamic positioning (DP) operators. The new standard is based on the latest training and certification principles and defines the role that simulators can play in giving candidates better and more efficient training.

Given the differing duration and frequency of DP operations, the recommended practice (RP) does not define a universal sea-time requirement expressed in days. Instead, learning goals are used to define the training experiences required. Simulator training can reduce sea time requirements by up to 50 per cent.

“Dynamic positioning can be considered a high risk activity involving a team of people working together on high technology equipment. Realistic simulation, including time on full mission simulators, plays an important role in how they learn to deal with situations that rarely occur at sea,” says Aksel Nordholm, DNV GL’s manager for Simulator Certification. “As long as all operational aspects are included in the training, such as communication and cooperation with others, simulators enhance competence and reduce training time.”

Major players in the offshore industry collaborated on the development of the new RP which covers: competence development, sea-time / onboard competence building, competence assessment, certification and re-certification.

“Teekay is very satisfied with the great work carried out by DNV GL and their partners to finally launch the new certification scheme for dynamic position competence,” said Torbj?rg Undem, head of Marine Human Resources at Teekay Shipping Norway. “Teekay greatly welcomes this certification scheme which we strongly believe will both enhance the quality and competence of DP personnel, and also facilitate a better flow of new competence to the market. DP competence is needed today, and the need for qualified personnel is expected to grow significantly. With this robust scheme provided by DNV GL, we are optimistic that the entire industry will benefit in the years to come.”

Stig E. Wiggen, CEO, Ship Modelling & Simulation Centre, Trondheim, Norway adds: “The new recommended practice on DP operator certification from DNV GL is a giant leap forward with regards to quality in all aspects of DPO certification, and is the first real proof of competence for DP operators.”

The RP provides guidance to flag states and other parties wanting to establish an independently validated certification scheme. It refers to existing DNV GL standards and certification activities and provides detailed input for training centres and test centres.

The combination of the RP and related DNV GL standards helps flag states meet anticipated STCW DP operator requirements currently covered in Part B (guidance) but expected to be moved to Part A (mandatory) in the near future.
 The conclusion from Mark Pointon at IDPOA, The International Dynamic Positioning Operators Association welcomes the publication of this Recommended Practice by saying: “We hope that it will be adopted as the universal mechanism that ensures a consistent standard of DP Certification globally for DP Operators."
