By the way I didn’t  upload anything myself. It was already earlier done by Transpordiamet.

First they asked, but i didn’t have any paper. Then they proposed that they will check  Transpordiamet. Their checking gave an error. Again paper from company was requested. So I was actually giving up already. I checked myself with Transpordiamet and the answer was that all docs ok, so I gave to this PPA person contact details of Transpordiamet person and after some days my seaman's book arrived. Not very smooth, but still positive result.

Let`s say bureaucracy as well as laws for Estonian seaman are not well assambled, explained etc
Too many parties involved and not so many seafarers involved once rules/regulations were created.

For example I had my doubts while applying for Estonian seafarers discharge book - is this meant for all Estonians or is it meant only for persons who work under Estonian flag?

Anyways:
1. Go to PPA, make a photo, paperwork with customer service
2. PPA will check the validity of your seagoing documents (they will contact Transpordiamet - meremeeste diplomeeriminse osakond)
3. If all are ok then they will issue new seamans passport. If some issues with your documents etc then PPA will ask paper from company.

 Question was if somebody has done it lately. As i did it lately then i replied - so thats the reality.

If you have all your documents in the system https://meremees.transpordiamet.ee/ then PPA will get all information from there and no need other proof. Otherwise proof of letter from employer.

I suppose Bore Shipping and in that case nothing to do with UK. 233 per day NET is not the worst.

Am I right in thinking we have to write in English from now on, to be more persuasive? Have last time checked the site a while ago, so might have missed something...

Not only russian speaking people here (I am speaking about me now) and for me it’s easier to write in English rather that russian.

Exactly. So basically two seaman graduate both from same school at the same year. One goes to cargo ship fleet and other one goes pax fleet then first one doesn’t have to pay tax (if under EU flag) and second one has to pay. I would say it is a discrimination.
Let’s say Tallink people have payed taxes all they life. It has been kind of “real” job. Social taxes payed, Haigekassa, retirement etc but then you have other people who work for some foreign pax fleet under normal practice (via some crewing agency). Then you just pay your 20% income tax and you don’t get anything.
I would say it’s incompetent way of making legislation.

It’s due to the fact that XPRS is a passenger ship on the regular route.

0% income tax goes for seaman who is sailing under EU flag.
Exemptions  are ships GT less than 500 and pax vessels who
sail between EU ports. Company pays social tax 20% from 750 euros (not
from actual salary).

So basically this law is half done.

“Normal” seaman don’t win anything. They go sailing under various flags
(Bahama, Liberia etc), so the are obliged to pay income tax. Even if company
has different flags on different ships, we all know that it’s quite hard to choose/ask 
office to send you to the vessel with “correct” flag.
Why people who are working on pax vessels or GT less than 500 are not exempted?
Are they not a seaman? I haven’t heard that Russian language teacher has to pay taxes
but history teacher is exempted from taxes.
