Shell to use ship named after Nazi war criminal

Royal Dutch Shell is facing a storm of criticism after deciding to proceed with plans to bring a ship named after a Nazi war criminal into UK waters to decommission the Brent oilfield, having failed to get the owner to change the name.

The Anglo-Dutch energy group has filed plans with the British government to use the Pieter Schelte — the world's largest crane ship — to lift the 23,500-tonne steel superstructure of the Brent Delta oil platform and bring it to Teesside for scrapping.

But the name of the brand-new ship, which is currently in Rotterdam for its final fit-out, has sparked outrage among the Jewish community on both sides of the North Sea.

It was named by its Dutch owner after his father, Pieter Schelte Heerema, a convicted war criminal who served in the Waffen-SS alongside the notorious Josef Mengele during the second world war, and also worked for the SS sending slave labour to the eastern front.

He was found guilty of war crimes by a Dutch court, but served less than half his three-year prison sentence after the judge believed his story — since discredited — that he had renounced the Nazis and started working for the Resistance.

He went to Venezuela after the war to work in the oil industry before returning to the Netherlands to set up Heerema, a successful oil services company.

Shell said it had supported a Dutch-led campaign to change the name of the ship, owned by Edward Heerema, president of Switzerland-based Allseas and one of the Waffen-SS officer's sons, but the company had refused to bow to the demands.

"Shell believes that the name of the vessel is inappropriate. We have raised our concerns with Allseas and asked them to consider changing the name. However, the name of the vessel is a matter for Allseas alone, and one for Allseas to justify," the company said.

The issue has been discussed by senior management at Shell. The ship is the only one in the world capable of lifting the weight of the oil platform.

Vivian Wineman, president of the Board of Deputies of British Jews, told the Financial Times that he planned to make representations to the government during the 30-day consultation period over Shell's Brent decommission plan, which begins a week on Monday.

"We call on Shell and the government to insist the ship is renamed. The shipowner should be sensitive to the citizens of Britain and the Netherlands, both Jewish and non-Jewish, who will be deeply hurt.

"There is never a good time to name a ship after a dead Nazi," added Mr Wineman, "but coming just as we commemorate the 70th anniversary of the liberation of Auschwitz, and considering the majority of Dutch Jews were killed in the Holocaust, this is very unfortunate timing."

Esther Voet, director of the Dutch Centre for Information and Documentation on Israel (Cidi), which has led the renaming campaign in the Netherlands, hit out at Shell for chartering the vessel. "This is a bloodstain on the name of Royal Dutch Shell," she said. She was equally scathing about the refusal of the Dutch government to intervene.

The UK government said the issue of the ship's name was "a matter for Allseas and Shell to resolve".

Allseas said the decision to name the vessel after Heerema, who died in 1981, was "a tribute to his accomplishments" in the offshore industry, and that Edward Heerema had "disassociated himself entirely of his father's wartime history".

The company had previously said Heerema joined the Waffen-SS because of his anti-communist views, but this was discredited by an expert at NIOD, the Amsterdam-based Institute for War, Holocaust and Genocide Studies.

David Barnouw, the leading expert on Heerema, who recently retired from NIOD after 33 years, said he could not understand the decision. "Why name a ship after him and say this is named after my father as a pioneer? He was also an SS officer and an anti-semite."

Heerema was in Venezuela before the war and came back to join the Nazi party after Germany occupied the Netherlands. NIOD has on file an excerpt of a 1941 speech made by the former Waffen-SS officer, in which he said: "Compared to the German race, the Jewish race is a parasite and for that reason the Jewish question must be resolved in every country."

Heerema was a volunteer who saw active service with the elite 5th SS Panzer Division Wiking in 1941 and 1942 in the former Yugoslavia and on the eastern front near Rostov and the Caucasus. The unit has been linked to a number of war crimes. Mengele served as a medical officer in the Wiking division before moving to Auschwitz.

Pieter Schelte Becomes Pioneering Spirit

Swiss-based owner of Pieter Schelte Allseas Group SA said that the vessel is being renamed “Pioneering Spirit”.

According to Allseas, the name of the vessel reflects what she stands for: a new technological step in platform installation and decommissioning.

“It also fits the 30-year tradition of Allseas to pioneer and surpass technical boundaries, as was done over the years introducing pipelay on dynamic positioning and laying pipelines in ever deeper waters. This vessel encompasses all innovations that have been developed by Allseas over the last 30 years,” the company said in an emailed statement.

Allseas decided to change the name of its crane vessel Pieter Schelte after vehement opposition from the maritime unions and most recently Jewish groups from the Netherlands and Belgium.

The Panamanian flag of convenience vessel was named in honour of the Allseas Group’s owner’s father, who was a Nazi Waffen-SS officer, jailed for war crimes.

Just last week, the company told World Maritime News that it had no intention to change the name.

However, as the opposition grew fiercer, resulting even in the involvement of the UK Government, the company succumbed to the public pressure and decided to change its mind.

Norway’s Statoil has signed a contract with Allseas for installation of three platform topsides on the Johan Sverdrup field.

The «Pioneering Spirit» will be installing the topsides for the drilling, processing and living quarter platforms.

Allseas will transfer the topsides to Pioneering Spirit before they are transported to the Johan Sverdrup field. On the field Pioneering Spirit will install the topside on the steel jackets.

The drilling platform topsides will be installed in 2018, and the processing and living quarter topsides will follow in 2019.

The vessel has a lifting capacity of 48,000 tons. The heaviest lift will be carried out during installation of the processing platform topside that weighs around 26,000 tons.

After the topsides have been assembled onshore they will be transported offshore for installation. This allows more work related to completion and testing of the topsides to be performed onshore. The number of offshore man-hours will be reduced, which reduces both time and costs.

”Pioneering Spirit” is currently being completed in Rotterdam.

This contract award is subject to the Norwegian parliament’s approval of the plan for development and operation of the Johan Sverdrup field in 2015.

The operator of the Nord Stream 2 signed an offshore pipelaying contract with Swiss-based Allseas. Allseas will undertake the offshore pipelay work for both lines in 2018 and 2019 using three pipelaying vessels, including the new Pioneering Spirit, the Solitaire and the Audacia.

Pioneering Spirit has set the new world lifting record with the successful removal of Shell’s 24,000 tonne Brent Delta platform in the North Sea in a single lift.

Pioneering Spirit’s owner Allseas confirmed the safe and successful completion of the topside removal operation on April 28.

Located in the Brent field approximately 115 miles off the northeast coast of Shetland, the Brent Delta topside sat on a three-legged gravity-based structure in 140 meters of water.

The topside is now sea-fastened on board Pioneering Spirit for transport to the Able UK decommissioning yard in Teesside, northeast England for recycling and disposal.

Allseas Planning Bigger, More Powerful Version of Record-Setting Pioneering Spirit

Swiss offshore engineering company Allseas is said to be planning a bigger version of its famous Pioneering Spirit, the giant offshore installation and platform decommissioning vessel that has set all sorts of records in terms of size and lifting capacity since its delivery in 2016.

According to a report from Reuters, Allseas CEO Edward Heerema revealed to reporters that the company is seriously considering a second vessel, to be named Amazing Grace, that will be even bigger and more powerful than its predecessor.

Mr. Heerema said that the vessel could cost as much as $3 billion to construct, although a final investment decision is still years away.

At 382 meters long and 124 meters wide, the purpose-built Pioneering Spirit is the largest offshore construction ship ever built. The bow features a large slot and lifting beams that can straddle offshore platforms, allowing the vessel removing entire topsides weighing up to 48,000 tonnes in a single lift.

This single lift method is considered a major departure from traditional decommissioning, where topsides are usually taken apart piece by piece.

In 2017, the Pioneering Spirit set a new world lifting record with the successful removal of Shell’s 24,000 tonne Brent Delta platform in the North Sea in a single lift.

If Allseas were to move forward with a second vessel, it would be built with 50 percent greater lifting capacity and would be 30% longer than Pioneering Spirit, Mr. Heerema told Reuters on the sidelines of a conference this week.

“We have been asked by the operators to look at the technical possibilities to remove bigger platforms,” he said. “Due to its speed, single-lift technology is the most cost-efficient method to use,” he added.

Although plans to seem to be in the works, however, a final investment decision is still be about 3 years away, Mr. Heerema said.
