Марлинс требование (устный тест, компьютерный или оба) выставляют судовладельцы чтобы "прикрыться" на случай жалоб каких-либо организаций на знание английского языка экипажем.  Марлинс по идее устанавливает унифицированные требования к языку тех моряков, для которых английский не является родным.

Моряку этот тест поможет только тем, что, как правильно сказали уже, он сможет кандидировать на срочные вакансии когда времени тест делать нет.
